NATO has been present in the Arctic for its entire existence—Norway is a founding member and has the alliance's northernmost territory in Europe—but its attention to the region has increased as Russia has expanded its already extensive military presence in the Arctic.
The US and British navies, two of the alliance's most capable fleets, have underlined their renewed interest in the region by spending more time further north, particularly with the deployment of their aircraft carriers.
NATO's Trident Juncture exercise in 2018, held in and around Norway, was the alliance's biggest exercise since the Cold War. It saw a U.S. aircraft carrier sail into the Arctic for the first time in nearly 30 years, "a watershed moment," according to the chief of naval operations, Adm. Michael Gilday.
During this exercise, "we conducted our first aircraft carrier strike operations above the Arctic Circle" since the early 1990s, and since then US warships "are routinely in the high north," Gilday told lawmakers at a hearing in may

During the war in Ukraine, US destroyers continued to "operate with allies and partners in the high north to put pressure on Russia, to make sure they know we're there with capable platforms," Gilday added.
Britain's Royal Navy followed suit this spring, sending HMS Prince of Wales to the Arctic for seven weeks, the first Arctic deployment for the UK's new Queen Elizabeth-class aircraft carriers.
The carrier took part in Cold Response 2022, another major NATO exercise in Norway, and sailed 900 miles from the North Pole. He also visited the Norwegian island of Jan Mayen, an outpost strategically located in the Norwegian Sea.
By sending the aircraft carrier this far north, the Royal Navy sought to "push the limits of UK carrier operations in a cold and harsh environment," the ship's commanding officer said.

While neither navy has sent another carrier to the Arctic, lessons from their deployments are being put into practice as other operations in the region continue.
"The [US] Navy's embrace of the Arctic has certainly improved, largely as a result of lessons learned from the Truman deployment," Joshua Tallis, an expert on polar naval operations, told CNA Insider, a research organization.

Tallis said some of the changes, such as logistical improvements, may not be obvious, "but from my perspective, the Navy is much more aware of the opportunities and dangers of Arctic operations than it has been in just a few years."

HMS Prince of Wales returned home in mid-April. It is now derelict due to mechanical failure, but its crew have passed on their Arctic experiences to the sailors of HMS Queen Elizabeth, which is preparing to deploy for operations in northern Europe.
"The biggest challenge was actually in the flight deck clearing the snow and ice, and the guys quickly learned, 'OK, certain things are going to freeze when we least expect it,'" Commander Neil Twigg, HMS Air Operations Chief. Queen Elizabeth, told Insider.

The Barents borders sensitive Russian military installations and Moscow sees it as a "redoubt" for the ballistic missile submarines that make up its nuclear second-strike capability.
The new Arctic strategy promised "a periodic presence" of the Royal Navy in the high north, and Admiral Ben Key, first sea lord and head of Britain's navy, told the forum in September that deployments to the region "will be more frequent than we have done in the past".
"We feel very satisfied with our overall obligations in the region. We have to represent that," Key told reporters, speaking as British ships conducted another patrol in the Barents Sea.
At the May hearing, shortly after U.S. destroyers completed a months-long "short-notice" deployment in the High North, Gilday said the U.S. Navy was "on an upward trajectory with respect to the Arctic, and I don't think" I will return ".

This activity fueled concern among Moscow residents. The Nordic countries "have been increasingly nervous about Russian intentions" since they attacked Ukraine in 2014, but the new attack in February "broke the old normality of Arctic relations," said David Auerswald, a professor at the US National War College . .

"The Russian maritime doctrine that was updated in July moved the Arctic to the top of the list of regional priorities," Zysk added. "We also see that Russian military activity, surprisingly given what's going on in Ukraine, is still quite intense in the region."
"Russia is likely to feel more threatened" as the Arctic becomes more accessible and an expanding NATO increases operations there, Auerswald said.

NATO is unlikely to change course as it tries to counter what it sees as destabilizing actions by Russia and understand what it needs to operate in a rapidly changing region.
"I just foresee that as the nature of the High North and the Antarctic oceans change as a result of climate warming, we need to understand our obligations in the region," Key said. "We must be able to demonstrate a willingness to operate."
